Comme toutes les f\u00e9d\u00e9rations sportives, l\u2019Usep a en effet subi le contrecoup des restrictions de pratique entra\u00een\u00e9es par l\u2019\u00e9pid\u00e9mie de Covid-19 et perdu un quart de ses associations (5\u00a0882 l\u2019an pass\u00e9) et un tiers de ses licenci\u00e9s enfants (430\u00a0590, dont 18\u00a0% en maternelle) et adultes (25\u00a0700). La proportion de comit\u00e9s poss\u00e9dant des associations impliqu\u00e9es dans les quartiers politique de la ville (84%) et les zones de revitalisation rurale (81%) est cependant stable.<\/p>\n<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-16495 alignnone size-medium\" src=\"https:\/\/archive.usep.org\/wp-content\/uploads\/2022\/02\/012-stats-cour-portail-ecole-Usep-28-300x226.jpg\" alt=\"\" width=\"300\" height=\"226\" \/><\/strong><\/p>\n<p><strong>Ressources humaines.<\/strong> Pas d\u2019\u00e9volution du statut des d\u00e9l\u00e9gu\u00e9s d\u00e9partementaux, qui restent \u00e0 39\u00a0% des enseignants et pour 56\u00a0% d\u2019entre eux assurent leur mission \u00e0 temps plein. 81% des comit\u00e9s b\u00e9n\u00e9ficient d\u2019autres ressources humaines, dont des service civique (46\u00a0%) et des emplois financ\u00e9s par l\u2019Agence nationale du sport (27 %). Par ailleurs, dans d\u00e9sormais 30\u00a0% des territoires, un enseignant investi d\u2019une mission de \u00ab\u00a0d\u00e9veloppement du sport scolaire dans le 1<sup>er<\/sup> degr\u00e9\u00a0\u00bb compl\u00e8te l\u2019action du comit\u00e9 Usep.<\/p>\n<p><strong>Comit\u00e9s directeurs. <\/strong>Un comit\u00e9 directeur d\u00e9partemental compte en moyenne 18 membres, chiffre qui peut grimper jusqu\u2019\u00e0 32 (comme dans la Somme) en comptant les si\u00e8ges vacants. La parit\u00e9 y est de plus en plus souvent la r\u00e8gle (comme en Essonne, avec 14 femmes pour 14 hommes), la palme de la f\u00e9minisation revenant \u00e0 la Guyane (7 femmes pour 3 hommes). Seulement 13 % des comit\u00e9s fonctionnent sans commissions ou groupes de travail. Ceux-ci sont principalement consacr\u00e9s aux finances (67 %), \u00e0 la vie sportive (56 %), \u00e0 la formation (50 %), \u00e0 la maternelle (40 %), \u00e0 la lab\u00e9lisation G\u00e9n\u00e9ration 2024 (39 %), \u00e0 la vie associative (39 %) et \u00e0 la communication (33 %).<\/p>\n<p><strong>\u00c9<\/strong><strong>quipe EPS.<\/strong> Dans 85 % des cas, le d\u00e9l\u00e9gu\u00e9 participe r\u00e9guli\u00e8rement aux travaux de l\u2019\u00e9quipe d\u00e9partementale EPS, le taux d\u2019implication des conseillers p\u00e9dagogiques de circonscription aupr\u00e8s de l\u2019Usep \u00e9tant de 43 %. Dans un d\u00e9partement sur quatre, c\u2019est du 100\u00a0% (comme dans l\u2019Ain, avec un beau 11 sur 11). Dans 13\u00a0% des d\u00e9partements en revanche, c\u2019est z\u00e9ro. Et merci au CPC solitaire (sur 12) impliqu\u00e9 dans l\u2019Aisne\u00a0!<\/p>\n<p><strong>Subventions et aide aux transports.<\/strong> 91 comit\u00e9s (contre 95 la saison pr\u00e9c\u00e9dente) ont b\u00e9n\u00e9fici\u00e9 d\u2019une subvention de leur Conseil d\u00e9partemental. Elle est en moyenne de 16 863 \u20ac, sachant que le mieux dot\u00e9 a obtenu 150 840 \u20ac. 81 % des comit\u00e9s b\u00e9n\u00e9ficient d\u2019autres subventions (hors dotation de l\u2019Usep nationale et de l\u2019Agence nationale du sport dans le cadre du Projet sportif f\u00e9d\u00e9ral). On notera aussi que 78% des comit\u00e9s Usep apportent une aide financi\u00e8re aux associations pour le transport.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-16500 alignnone size-medium\" src=\"https:\/\/archive.usep.org\/wp-content\/uploads\/2022\/02\/012-stats-Savoir-Rouler-St-Etienne-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" \/><\/p>\n<p><strong>Dispositifs \u00e9ducatifs.<\/strong> Les comit\u00e9s sont impliqu\u00e9s dans des actions politiques de la ville (43\u00a0%), des classes sportives ou associatives avec h\u00e9bergement (41 %), le dispositif Vacances apprenantes (39\u00a0%), des temps d\u2019activit\u00e9s p\u00e9ri-\u00e9ducatives (37\u00a0%)\u2026 74\u00a0% d\u2019entre eux d\u00e9livrent des attestations <a href=\"https:\/\/sports.gouv.fr\/savoir-rouler-a-velo\/\" target=\"_blank\" rel=\"noopener\">Savoir Rouler \u00e0 V\u00e9lo<\/a> (\u00e0 24\u00a0265 enfants). En revanche, seulement 8\u00a0% organisent des stages Aisance aquatique (pour 1\u00a0141 enfants) ou des actions Savoir Nager (pour 398 enfants). Et 30\u00a0% poss\u00e8dent des associations engag\u00e9es dans les Cit\u00e9s \u00e9ducatives.<\/p>\n<p><strong>Rencontres.<\/strong> Si 78\u00a0% des rencontres sportives associatives se d\u00e9roulent en pr\u00e9sentiel, 77\u00a0% des comit\u00e9s en ont aussi organis\u00e9 en distanciel et 50\u00a0% propos\u00e9 des rencontres hybrides. Enfin, 70\u00a0% des comit\u00e9s ont men\u00e9 des actions pour la Journ\u00e9e nationale de la la\u00efcit\u00e9.<\/p>\n<p><strong>Dynamique 2024.<\/strong> 65\u00a0% des \u00e9coles lab\u00e9lis\u00e9es <a href=\"https:\/\/archive.usep.org\/index.php\/2018\/12\/17\/label-generation-2024\/\">G\u00e9n\u00e9ration 2024<\/a> poss\u00e8dent une association Usep. Par ailleurs, 82\u00a0% des comit\u00e9s ont particip\u00e9 \u00e0 la Journ\u00e9e nationale du sport scolaire (82\u00a0382 enfants), 89 % \u00e0 la Semaine olympique et paralympique (86 070 enfants) et 84 % \u00e0 la Journ\u00e9e olympique (56\u00a0608 enfants).<\/p>\n<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-16502 alignnone size-medium\" src=\"https:\/\/archive.usep.org\/wp-content\/uploads\/2022\/02\/012-stats-Trappo-dans-classe-parrain-Isere-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" \/><\/strong><\/p>\n<p><strong>Partenariats sportifs.<\/strong> Les comit\u00e9s m\u00e8nent principalement des actions avec les f\u00e9d\u00e9rations de football (72 %), de rugby (70\u00a0%), de handball (64\u00a0%), handisport (51%), de golf (50\u00a0%), de tennis et de basket-ball (48\u00a0%) et d\u2019athl\u00e9tisme (45\u00a0%). 64\u00a0% en ont \u00e9galement avec l\u2019Ufolep et 59\u00a0% avec l\u2019UNSS. En revanche, seuls 18\u00a0% poss\u00e8dent une <a href=\"https:\/\/archive.usep.org\/index.php\/2017\/11\/16\/les-marraines-et-parrains-de-lusep\/\">marraine ou un parrain sportif<\/a>, qu\u2019ils
