La prise de conscience de l\u2019omerta qui pesait sur le monde du sport a alors d\u00e9cid\u00e9 la ministre des Sports, Roxana Maracineanu, \u00e0 organiser aussit\u00f4t une convention nationale sur les violences sexuelles dans le sport. Sa priorit\u00e9 : <em>\u00ab\u00a0la s\u00e9curit\u00e9 et l\u2019int\u00e9grit\u00e9 physique et morale\u00a0\u00bb<\/em> des enfants. \u00c0 c\u00f4t\u00e9 de mesures de pr\u00e9vention et d\u2019information, il a \u00e9t\u00e9 d\u00e9cid\u00e9 de contr\u00f4ler d\u2019honorabilit\u00e9 des \u00e9ducateurs et des dirigeants sportifs b\u00e9n\u00e9voles. Ceci en croisant les informations sur leur identit\u00e9 avec le fichier des auteurs d\u2019infractions sexuelles ou violentes (Fijais).<\/p>\n<p><strong>Applicable \u00e0 chaque licenci\u00e9 adulte<\/strong><\/p>\n<p>Des r\u00e9ticences ont alors pu \u00eatre exprim\u00e9es \u00e0 mi-voix\u00a0: encore un fichier \u00e0 remplir, alors que les animateurs Usep sont principalement des professeurs des \u00e9coles \u00e0 qui il est demand\u00e9 un extrait de casier judiciaire \u00e0 leur entr\u00e9e en fonctions\u2026 Des r\u00e9ticences vite balay\u00e9es au regard du devoir d\u2019exemplarit\u00e9 d\u2019une f\u00e9d\u00e9ration qui se veut \u00ab\u00a0citoyenne\u00a0\u00bb et dont le public est constitu\u00e9 d\u2019enfants. En mai 2020, le comit\u00e9 directeur national a confirm\u00e9 par vote le principe selon lequel le contr\u00f4le d\u2019honorabilit\u00e9 s\u2019appliquait \u00e0 tout licenci\u00e9 Usep adulte, qu\u2019il soit enseignant, parent ou ami de l\u2019\u00e9cole. Apr\u00e8s une ann\u00e9e de test et de mise en place des outils, il a \u00e9t\u00e9 fix\u00e9 un objectif de 75\u00a0% des adultes contr\u00f4l\u00e9s en 2022-2023, puis 100\u00a0% en 2023-2024.<\/p>\n<p><strong>Donn\u00e9es incompl\u00e8tes<\/strong><\/p>\n<p>Pour y parvenir, une grande rigueur dans l\u2019enregistrement des licences est indispensable. En effet, sur les 33\u00a0676 adultes licenci\u00e9s \u00e0 l\u2019Usep en 2021-22, plus de 2000 n\u2019\u00e9taient pas enregistr\u00e9s<sup>1<\/sup>. Plus dommageable encore\u00a0: sur les 31\u00a0091 d\u00e9p\u00f4ts d\u2019identit\u00e9 sur la plateforme Si-honorabilit\u00e9, seuls 14\u00a0724 adultes, soit 45\u00a0%, ont pu \u00eatre contr\u00f4l\u00e9s. Pour les autres, des donn\u00e9es sont manquantes ou erron\u00e9es, le plus souvent parce que l\u2019identit\u00e9 fournie ne correspond pas aux registres de l\u2019\u00c9tat civil<sup>2<\/sup>. C\u2019est le cas lorsque figure le pr\u00e9nom d\u2019usage et non pas celui d\u00e9clar\u00e9 \u00e0 la naissance, ou que le nom de femme mari\u00e9e appara\u00eet \u00e0 la place de celui de naissance.<\/p>\n<p>Le logiciel d\u2019affiliation utilis\u00e9 par l\u2019Usep et les services de la Ligue de l\u2019enseignement a \u00e9galement d\u00fb \u00eatre adapt\u00e9 pour prendre en compte les pr\u00e9noms multiples ou l\u2019identit\u00e9 des parents pour les personnes n\u00e9es \u00e0 l\u2019\u00e9tranger. Enfin, lorsqu\u2019ils renouvellent eux-m\u00eames leur licence, nos adh\u00e9rents exp\u00e9dient parfois cette formalit\u00e9 un peu trop rapidement.<\/p>\n<p><strong>#TousConcern\u00e9s<\/strong><\/p>\n<p>Ces raisons se conjuguent pour expliquer le retard pris sur d\u2019autres f\u00e9d\u00e9rations, qui affichent un taux de contr\u00f4le sup\u00e9rieur \u00e0 90\u00a0%. Mais l\u2019\u00e9l\u00e8ve Usep est en progr\u00e8s, et au 31 d\u00e9cembre 2022, ce taux avait grimp\u00e9 \u00e0 66\u00a0%. Cela reste insuffisant, et pour le mesurer il faut se figurer le temps de travail que ces t\u00e2ches administratives exigent, tant pour les adjoints de la direction nationale que pour les responsables affiliation des comit\u00e9s.<\/p>\n<p>N\u2019oublions pas non plus que, derri\u00e8re ces t\u00e2ches, il en va de l\u2019int\u00e9grit\u00e9 des licenci\u00e9s enfants<sup>3<\/sup>, laquelle est indissociable de leur \u00e9panouissement dans l\u2019activit\u00e9 physique et sportive et dans l\u2019\u00e9ducation \u00e0 la citoyennet\u00e9 que promeut l\u2019Usep. Comme le veut la proc\u00e9dure l\u00e9gale, le pr\u00e9fet en a inform\u00e9 la personne concern\u00e9e, le pr\u00e9sident de l\u2019association Usep (afin qu\u2019il fasse appliquer cette mesure) et la r\u00e9f\u00e9rente nationale du contr\u00f4le d\u2019honorabilit\u00e9\u00a0(Nathalie Barbounis, adjointe \u00e0 la direction de l\u2019Usep).
