Est-ce une satisfaction pour le minist\u00e8re des Sports\u00a0?<\/strong><\/p>\n<p>Bien s\u00fbr, puisque nous avons atteint notre objectif national. En revanche, ce d\u00e9ploiement demeure contrast\u00e9. Si certains d\u00e9partements sont tr\u00e8s au-dessus des objectifs fix\u00e9s au regard de leur population scolaire, d\u2019autres en restent \u00e9loign\u00e9s. \u00c0 nous d\u2019accompagner ces territoires qui ont encore du mal \u00e0 mettre en place le Savoir Rouler \u00e0 V\u00e9lo.<\/p>\n<p><strong>Comment expliquer ces disparit\u00e9s\u00a0?<\/strong><\/p>\n<p>Il y a parfois des raisons objectives, en particulier dans les grandes agglom\u00e9rations o\u00f9, en l\u2019absence d\u2019am\u00e9nagements s\u00e9curis\u00e9s, il est plus d\u00e9licat de circuler dans le trafic urbain et donc de valider le bloc<strong>\u00a0<\/strong>3 du Savoir Rouler. Cela nourrit l\u2019inqui\u00e9tude des acteurs de l\u2019\u00e9cole. Ensuite, on rencontre par endroit des partenaires tr\u00e8s engag\u00e9s historiquement \u2013 comme l\u2019Usep avec son <a href=\"https:\/\/archive.usep.org\/index.php\/2018\/02\/05\/le-ptit-tour-usep-2018\/\">P\u2019tit Tour<\/a> qui, par le nombre d\u2019enfants qu\u2019il mobilise, constitue un puissant levier de d\u00e9ploiement du Savoir Rouler \u00e0 V\u00e9lo\u00a0\u2013 tandis qu\u2019ailleurs la dynamique partenariale tarde \u00e0 se mettre en place.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-19020 alignnone size-medium\" src=\"https:\/\/archive.usep.org\/wp-content\/uploads\/2023\/02\/010-3-SRAV-file-indienne-Pompadour-2018-199x300.jpg\" alt=\"\" width=\"199\" height=\"300\" \/><\/p>\n<p><strong>Comment susciter cette dynamique\u00a0l\u00e0 o\u00f9 elle fait d\u00e9faut\u00a0?<\/strong><\/p>\n<p>Le levier principal, c\u2019est la mise en place des comit\u00e9s pilotages d\u00e9partementaux. Cr\u00e9\u00e9s en 2020 et initi\u00e9s sur le terrain par les services du minist\u00e8re des Sports, ils r\u00e9unissent l\u2019\u00c9ducation nationale, la S\u00e9curit\u00e9 routi\u00e8re et les partenaires locaux du Savoir Rouler \u00e0 V\u00e9lo. Ces comit\u00e9s permettent une mise en r\u00e9seau et l\u2019\u00e9laboration d\u2019une strat\u00e9gie. Par endroit, la dynamique s\u2019est imm\u00e9diatement engag\u00e9e, mais ailleurs c\u2019est plus lent.<\/p>\n<p><strong>Avez-vous identifi\u00e9 des bonnes pratiques \u00e0 reproduire\u00a0?<\/strong><\/p>\n<p>Lorsque les partenaires se connaissent d\u00e9j\u00e0 et ont l\u2019habitude de collaborer, c\u2019est facilitant. Tout comme lorsque l\u2019un d\u2019eux m\u00e8ne d\u00e9j\u00e0 des actions significatives \u2013 comme l\u2019Usep. Le r\u00f4le des r\u00e9f\u00e9rents d\u00e9partementaux du minist\u00e8re est de favoriser cette dynamique, au regard du contexte local. Nous animons des webinaires pour les outiller et partager les exp\u00e9riences. S\u2019y ajoutent des r\u00e9f\u00e9rents r\u00e9gionaux, au r\u00f4le de coordination. En parall\u00e8le, d\u00e9sormais il y a aussi les r\u00e9f\u00e9rents de <a href=\"https:\/\/generationvelo.fr\/\" target=\"_blank\" rel=\"noopener\">G\u00e9n\u00e9ration V\u00e9lo<\/a> : ce programme de financement \u00e9ligible aux certificats d\u2019\u00e9conomies d\u2019\u00e9nergie (CEE) permet de rembourser \u00e0 hauteur de 50 % les collectivit\u00e9s territoriales qui font appel \u00e0 des \u00e9ducateurs pour d\u00e9ployer le Savoir Rouler \u00e0 V\u00e9lo. Cette prise en charge peut achever de convaincre les collectivit\u00e9s encore h\u00e9sitantes.<\/p>\n<p><strong>L\u2019objectif des 200 000 attestations d\u2019ici fin 2022 avait \u00e9t\u00e9 fix\u00e9 en avril 2019. Il a donc \u00e9t\u00e9 atteint en plus de trois ans. \u00c0 pr\u00e9sent, l\u2019ambition est d\u2019atteindre \u00e0 partir de 2027 une classe d\u2019\u00e2ge form\u00e9e chaque ann\u00e9e (800\u00a0000 enfants environ)\u00a0: peut-on raisonnablement y parvenir\u00a0?<\/strong><\/p>\n<p>Les annonces sur le Plan V\u00e9lo 2 faites en septembre par la Premi\u00e8re ministre<sup>2<\/sup> doivent \u00eatre pr\u00e9cis\u00e9es lors d\u2019un comit\u00e9 interminist\u00e9riel. Par ailleurs, la ministre des Sports et des jeux Olympiques et Paralympiques, Am\u00e9lie Oud\u00e9a-Cast\u00e9ra, r\u00e9unira prochainement les partenaires du Savoir Rouler \u00e0 V\u00e9lo pour travailler avec eux sur la feuille de route et sur la trajectoire \u00e0 maintenir. Les \u00e9coles, les centres de loisirs ou les professionnels du cycle peuvent aussi prendre l\u2019initiative de mettre en place des formations.<\/em><\/p>\n<p><em>(2) Le Plan V\u00e9lo 2 vient prolonger le premier Plan dont \u00c9lisabeth Borne a f\u00eat\u00e9 les 4 ans le 20 septembre en invitant des jeunes de l\u2019Ufolep et d\u2019une classe Usep du Val-d\u2019Oise dans la cour de l\u2019h\u00f4tel Matignon.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 12pt;\"><strong>L\u2019Usep premi\u00e8re de cord\u00e9e<\/strong><\/span><\/p>\n<p>Sur les 200 953 attestations du Savoir Rouler \u00e0 V\u00e9lo d\u00e9livr\u00e9es au 31 d\u00e9cembre 2022, 65 098 (32 %) l\u2019ont \u00e9t\u00e9 par l\u2019Usep. Sur l&rsquo;ensemble de l&rsquo;ann\u00e9e 2022, l\u2019Usep a pr\u00e9cis\u00e9ment men\u00e9 1 635 interventions, tous blocs confondus, pour 70 227 enfants b\u00e9n\u00e9ficiaires, tandis que 37 125 attestations ont \u00e9t\u00e9 remises apr\u00e8s validation du bloc 3, lors duquel l\u2019enfant circule sur la route en conditions r\u00e9elles.
