Le 13 juin, la pr\u00e9sidente de l\u2019Usep a cette fois \u00e9t\u00e9 d\u00e9cor\u00e9e de l\u2019<a href=\"https:\/\/www.legiondhonneur.fr\/fr\/page\/lordre-national-du-merite\/85\" target=\"_blank\" rel=\"noopener\">ordre national du M\u00e9rite<\/a> par sa successeure, Am\u00e9lie Oud\u00e9a-Cast\u00e9ra. La c\u00e9r\u00e9monie se d\u00e9roulait toujours au si\u00e8ge du <a href=\"https:\/\/cnosf.franceolympique.com\/cnosf\/\" target=\"_blank\" rel=\"noopener\">Comit\u00e9 national olympique et sportif fran\u00e7ais<\/a> (CNOSF), au sein duquel V\u00e9ronique Moreira si\u00e8ge depuis 2017 au titre des f\u00e9d\u00e9rations sportives scolaires, avant d\u2019y \u00eatre nomm\u00e9e en 2021 vice-pr\u00e9sidente en charge de l\u2019\u00e9ducation.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-20405 alignnone size-medium\" src=\"https:\/\/archive.usep.org\/wp-content\/uploads\/2023\/07\/050-8-decoration-Vero-et-AOC-avant-remise-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p><strong>H\u00e9ritage.<\/strong> Dans son discours, la ministre a montr\u00e9 une fine connaissance de l\u2019identit\u00e9 r\u00e9publicaine et la\u00efque de l\u2019Usep. Am\u00e9lie Oud\u00e9a-Cast\u00e9ra a successivement \u00e9voqu\u00e9 les figures de Jean Mac\u00e9, fondateur de la <a href=\"https:\/\/laligue.org\/presentation\/\" target=\"_blank\" rel=\"noopener\">Ligue de l\u2019enseignement<\/a> en 1866 afin d\u2019\u00e9duquer au suffrage universel, de L\u00e9o Lagrange et de son <em>Discours \u00e0 la jeunesse<\/em> prononc\u00e9 comme secr\u00e9taire d\u2019\u00c9tat du Front populaire, et enfin de Jean Zay, ministre de l\u2019\u00c9ducation qui, le 1<sup>er<\/sup> f\u00e9vrier 1939 donna naissance \u00e0 l\u2019Union sportive de l\u2019enseignement du premier degr\u00e9.<\/p>\n<p><strong>Seine-Saint-Denis. <\/strong>Am\u00e9lie Oud\u00e9a-Cast\u00e9ra a \u00e9galement insist\u00e9 sur la fid\u00e9lit\u00e9 de V\u00e9ronique Moreira envers la Seine-Saint-Denis\u00a0: naissance \u00e0 Drancy en 1964, premier poste de professeur des \u00e9coles \u00e0 Montfermeil (o\u00f9 elle rencontre l\u2019Usep et assume des fonctions de conseill\u00e8re p\u00e9dagogique en EPS), puis inspectrice de l\u2019\u00e9ducation nationale sur la circonscription de Stains apr\u00e8s sa r\u00e9ussite au concours en 2008.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-20403 alignnone size-medium\" src=\"https:\/\/archive.usep.org\/wp-content\/uploads\/2023\/07\/050-5-decoration-Vero-discours-200x300.jpg\" alt=\"\" width=\"200\" height=\"300\" \/><\/p>\n<p><strong>Crit\u00e8res.<\/strong> Dans son discours de remerciement, V\u00e9ronique Moreira a expliqu\u00e9 s\u2019\u00eatre interrog\u00e9e sur la <em>\u00ab\u00a0l\u00e9gitimit\u00e9\u00a0\u00bb<\/em> de cette nouvelle distinction. Une \u00e9quipe volontiers \u00e9largie aux 43\u00a0000 animateurs adultes qui font vivre le sport scolaire du premier degr\u00e9.<\/p>\n<p><strong>Reconnaissance.<\/strong> V\u00e9ronique Moreira a ensuite soulign\u00e9 que son \u00e9lection au sein du conseil d\u2019administration du Comit\u00e9 national olympique et sportif fran\u00e7ais a constitu\u00e9 un <em>\u00ab\u00a0tournant\u00a0\u00bb<\/em> pour la reconnaissance de l\u2019Usep\u00a0: <em>\u00ab\u00a0Difficile de se faire comprendre quand on est consid\u00e9r\u00e9e comme une f\u00e9d\u00e9ration scolaire mais que l\u2019on fonctionne comme toute f\u00e9d\u00e9ration sportive et, qu\u2019en plus, on est issu de l\u2019\u00e9ducation populaire par la Ligue de l\u2019enseignement. Ainsi, nombreux \u00e9taient ceux qui identifiaient l\u2019Usep uniquement comme un prestataire de l\u2019\u00e9cole int\u00e9gr\u00e9 au minist\u00e8re de l\u2019\u00c9ducation nationale\u00a0\u00bb.<\/em> Apr\u00e8s avoir fait mieux conna\u00eetre l\u2019Usep au sein du mouvement sportif, V\u00e9ronique Moreira est ensuite devenue <em>\u00ab\u00a0force de proposition\u00a0\u00bb<\/em> apr\u00e8s avoir \u00e9t\u00e9 nomm\u00e9e lors de son deuxi\u00e8me mandat vice-pr\u00e9sidente en charge de l\u2019\u00e9ducation, aux c\u00f4t\u00e9s de Brigitte Henriques puis aujourd\u2019hui de <a href=\"https:\/\/cnosf.franceolympique.com\/cnosf\/actus\/8850-david-lappartient-lu-nouveau-prsident-du-cnosf.html\" target=\"_blank\" rel=\"noopener\">David Lappartient<\/a>. Ainsi s\u2019est-elle tourn\u00e9e d\u00e8s l\u2019\u00e2ge de 12 ans vers le basket, pour jouer jusqu\u2019\u00e0 50 ans en comp\u00e9tition au club de Livry-Gargan o\u00f9 elle fut <em>\u00ab\u00a0tour \u00e0 tour entra\u00eeneure, dirigeante, formatrice\u00a0\u00bb<\/em> et o\u00f9 elle eut le bonheur rare de jouer avec ses trois filles. L\u2019une d\u2019elles a tutoy\u00e9 le haut niveau avant de devenir di\u00e9t\u00e9ticienne aupr\u00e8s d\u2019un club de football\u00a0professionnel\u00a0; la deuxi\u00e8me est devenue directrice de la communication et \u00ab\u00a0coache\u00a0\u00bb volontiers sa m\u00e8re\u00a0; la troisi\u00e8me partage sa passion de l\u2019enseignement et la ram\u00e8ne parfois <em>\u00ab\u00a0aux r\u00e9alit\u00e9s et exigences du terrain\u00a0\u00bb<\/em>.
