Un vrai bouleversement\u2026<\/strong><\/p>\n<p>Oui, dans la mesure o\u00f9 moi-m\u00eame et notre tr\u00e9sorier Philippe Derrien assumons nos fonctions depuis 2003, apr\u00e8s avoir \u00e9t\u00e9 auparavant vice-pr\u00e9sidente et vice-tr\u00e9sorier.\u00a0 Notre secr\u00e9taire, Andr\u00e9 Chwalczynski, pr\u00e9c\u00e9demment \u00e9lu du Pas-de-Calais, a lui effectu\u00e9 deux mandats \u00e0 son poste dans le Loiret.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Pourquoi cette d\u00e9cision\u00a0?<\/strong><\/p>\n<p>Parce que nous sommes tous retrait\u00e9s\u00a0: moi depuis 2018, Philippe depuis 2020 et Andr\u00e9 depuis 2022. Nous nous sentons moins pertinents, moins en phase avec le quotidien des \u00e9coles et les probl\u00e9matiques que rencontrent les enseignants. Quand ils nous parlent des nouveaux programmes et des \u00ab\u00a0constellations\u00a0\u00bb \u2013\u00a0les nouvelles proc\u00e9dures d\u2019\u00e9valuation\u00a0\u2013 nous ne sommes plus dedans. Et puis, cinq mandats, \u00e7a suffit non<sup>1<\/sup>\u00a0?<\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22924 alignnone size-medium\" src=\"https:\/\/archive.usep.org\/wp-content\/uploads\/2024\/11\/065-2-Usep-45-reunion-mi-distanciel-300x228.jpg\" alt=\"\" width=\"300\" height=\"228\" \/><\/p>\n<p><strong>C\u2019est un saut g\u00e9n\u00e9rationnel\u2026<\/strong><\/p>\n<p>Forc\u00e9ment. Ma\u00eetresse-formatrice \u00e0 l\u2019IUFM (devenu <a href=\"https:\/\/fr.wikipedia.org\/wiki\/Institut_national_sup%C3%A9rieur_du_professorat_et_de_l%27%C3%A9ducation\" target=\"_blank\" rel=\"noopener\">Insp\u00e9<\/a>), j\u2019ai eu face \u00e0 moi un certain nombre de membres de l\u2019actuel et du futur du comit\u00e9 directeur ! Mais celles et ceux qui vont reprendre nos responsabilit\u00e9s ont d\u00e9j\u00e0 un ou deux mandats d\u2019\u00e9lu \u00e0 leur actif. S\u2019ils n\u2019ont pas pris les r\u00eanes plus t\u00f4t, c\u2019est parce que l\u2019implication en temps et en \u00e9nergie exig\u00e9e par ces fonctions b\u00e9n\u00e9voles les faisait reculer.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Est-ce aussi li\u00e9 \u00e0 l\u2019\u00e9volution de l\u2019environnement professionnel des enseignants ?<\/strong><\/p>\n<p>Certainement. Sur le terrain aussi, tout en \u00e9tant convaincus de l\u2019int\u00e9r\u00eat du sport scolaire Usep, les coll\u00e8gues comptent sur nous pour mettre en \u0153uvre les actions. Trouver des militants pr\u00eats \u00e0 s\u2019engager devient plus difficile. Il n\u2019est pas rare non plus que des enseignants nous glissent\u00a0: pourquoi ne faites-vous pas de la prestation de service\u00a0? Plut\u00f4t que de se constituer en association, avec prise de licences, ils sont pr\u00eats payer pour des interventions dans les \u00e9coles.<\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22926 alignnone size-medium\" src=\"https:\/\/archive.usep.org\/wp-content\/uploads\/2024\/11\/065-4-Usep-45-activite-gymnase-300x269.jpg\" alt=\"\" width=\"300\" height=\"269\" \/><\/p>\n<p><strong>Comment avez-vous pr\u00e9par\u00e9 le passage de t\u00e9moin\u00a0?<\/strong><\/p>\n<p>Nous avons annonc\u00e9 en 2020 que ce serait notre dernier mandat, puis r\u00e9p\u00e9t\u00e9 le message \u00e0 chaque AG. Mais c\u2019est lors de cette derni\u00e8re ann\u00e9e que nos coll\u00e8gues \u00e9lus ont pris le probl\u00e8me \u00e0 bras le corps. L\u2019\u00e9ch\u00e9ance approchant, ils se sont dit\u00a0: \u00ab\u00a0Il faut vraiment qu\u2019on y aille\u00a0!\u00a0\u00bb En parall\u00e8le, ils se sont mobilis\u00e9s pour trouver de nouvelles recrues.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>La direction d\u00e9partementale de l\u2019\u00c9ducation nationale y est aussi all\u00e9e de son coup de pouce\u2026<\/strong><\/p>\n<p>Nos interlocuteurs de l\u2019\u00c9ducation nationale sont conscients du poids de la charge. Aussi ont-ils act\u00e9 en septembre dernier le principe d\u2019une d\u00e9charge d\u2019un demi \u00e9quivalent temps plein. Et, parmi les autres nouveaux \u00e9lus, beaucoup \u00e9taient jusqu\u2019\u00e0 pr\u00e9sent des relais de secteur ou des enseignants actifs localement dans l\u2019organisation des rencontres. Moi-m\u00eame je reste \u00e9lue d\u00e9partementale, pour \u00ab\u00a0tuiler\u00a0\u00bb. Andr\u00e9, le secr\u00e9taire, donnera des coups de main sur certaines organisations et Philippe, le tr\u00e9sorier, demeure joignable jusqu\u2019\u00e0 notre AG financi\u00e8re d\u2019avril. Les rats ne quittent pas le navire\u00a0! On veut que la maison perdure\u00a0! J\u2019aiderai au d\u00e9but la future pr\u00e9sidente \u00e0 pr\u00e9parer les rendez-vous \u00e0 l\u2019inspection acad\u00e9mique ou avec les collectivit\u00e9s locales, sans me substituer \u00e0 elle. Je ne serai plus Madame Usep Loiret\u00a0!<\/p>\n<p>&nbsp;<\/p>\n<h4>\u00abS\u2019adapter aux \u00e9volutions observ\u00e9es depuis vingt ans\u00bb<\/h4>\n<p>&nbsp;<\/p>\n<p><strong>Ce renouvellement du comit\u00e9 directeur va de pair avec une restructuration de vos relais de terrain. Jusqu\u2019\u00e0 pr\u00e9sent, une trentaine de \u00ab\u00a0correspondants\u00a0\u00bb de secteur \u00e9taient identifi\u00e9s \u00e0 un territoire correspondant \u00e0 une circonscription de l\u2019Education nationale\u2026 <\/strong><\/p>\n<p>Les correspondants de secteur ont \u00e9t\u00e9 cr\u00e9\u00e9s pour former un bin\u00f4me avec les conseillers p\u00e9dagogiques de circonscription en EPS. Or aujourd\u2019hui, celle-ci n\u2019est plus qu\u2019une des missions parmi d\u2019autres des conseillers p\u00e9dagogiques. Cette structuration n\u2019avait donc plus de sens, nos correspondants n\u2019\u00e9tant pas en mesure d\u2019animer une circonscription \u00e0 eux seuls. D\u00e9sormais, les \u00ab\u00a0relais Usep<sup>2<\/sup> \u00bb sont polaris\u00e9s sur un r\u00e9seau d\u2019\u00e9coles proches. Ce choix r\u00e9sulte aussi du co\u00fbt exponentiel des transports. D\u2019autres alternants renforcent l\u2019\u00e9quipe, qui compte aussi une attach\u00e9e administrative puisque nous g\u00e9rons nous-m\u00eame depuis tr\u00e8s longtemps licences et affiliations.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Comment a \u00e9volu\u00e9 le nombre de licenci\u00e9s sur la p\u00e9riode\u00a0?<\/strong><\/p>\n<p>Il a chut\u00e9 de plus de 10\u00a0000 dans les ann\u00e9es 2000 \u00e0 environ 6\u00a0000 la saison pass\u00e9e. Cela s\u2019explique en partie par le fait que les nouveaux enseignants ne connaissent pas l\u2019Usep\u00a0: on ne leur parle en plus dans les temps de formation et les CPC ne sont plus l\u00e0 pour le faire. L\u2019inspection acad\u00e9mique a \u00e9galement exig\u00e9 que la licence ne soit plus obligatoire pour toute rencontre ou activit\u00e9 en temps scolaire, qui repr\u00e9sente aujourd\u2019hui 80\u00a0% de nos actions. L\u2019an dernier celles-ci \u00e9taient tr\u00e8s orient\u00e9es olympisme et paralympisme.
