L\u2019Usep a \u00e9t\u00e9 institu\u00e9e le 1er<\/sup><\/span> f\u00e9vrier 1939 par une circulaire adress\u00e9e aux recteurs par le ministre de l\u2019\u00c9ducation nationale, Jean Zay.<\/div>\n

L’Usep est cr\u00e9\u00e9e \u00e0 la veille de la Seconde Guerre mondiale en tant que commission scolaire de l\u2019Union fran\u00e7aise des \u0153uvres la\u00efques de l\u2019\u00e9ducation physique<\/a> (Ufolep), f\u00e9d\u00e9ration sportive de la Ligue de l\u2019enseignement<\/a>. Elle est le pendant, pour le premier degr\u00e9, de l\u2019Office du sport scolaire et universitaire (anc\u00eatre de l\u2019Union nationale du sport scolaire), fond\u00e9 trois ans plus t\u00f4t par L\u00e9o Lagrange dans le grand \u00e9lan du Front populaire. Mais, en 1942, le r\u00e9gime de Vichy d\u00e9cr\u00e8te la dissolution conjointe de la Ligue de l\u2019enseignement, de l\u2019Ufolep et de l\u2019Usep.<\/p>\n

Relanc\u00e9e \u00e0 la Lib\u00e9ration, l\u2019Usep prend son essor \u00e0 partir des ann\u00e9es 1950. Elle regroupe alors aussi les jeunes adolescents qui, apr\u00e8s le CM2, ach\u00e8vent leur scolarit\u00e9 par deux ann\u00e9es suppl\u00e9mentaires \u00e0 l\u2019\u00e9cole. Cette sp\u00e9cificit\u00e9 dispara\u00eet en 1969 avec la cr\u00e9ation du coll\u00e8ge unique et l\u2019incorporation de ces \u00e9l\u00e8ves \u00e0 l\u2019Assu, future UNSS. Parall\u00e8lement, l\u2019Usep contribue au d\u00e9veloppement de l\u2019\u00e9ducation physique et sportive \u00e0 l\u2019\u00e9cole et fournit ses premiers cadres au nouveau corps des conseillers p\u00e9dagogiques en EPS.<\/p>\n

La progression des effectifs est constante et s\u2019appuie sur les activit\u00e9s athl\u00e9tiques et les sports collectifs. L\u2019Usep comptera jusqu\u2019\u00e0 928\u00a0500 licenci\u00e9s enfants en 1984, date \u00e0 laquelle la loi Avice sur le sport impose une r\u00e9vision de ses statuts. L\u2019Usep se constitue alors en f\u00e9d\u00e9ration sportive, r\u00e9unissant des associations r\u00e9gies par la loi de 1901, et rejoint le Comit\u00e9 national olympique et sportif fran\u00e7ais (CNOSF).<\/p>\n

Dans les ann\u00e9es 1990 et 2000, l\u2019Usep diversifie ses activit\u00e9s et ses publics. Elle \u00e9largit sa palette de disciplines\u00a0: tchoukball, kinball, frisbee-ultimate, pelote basque, badminton, jeux traditionnels, etc. Elle adapte ses rencontres aux enfants de maternelle<\/a>. Elle lance des op\u00e9rations nationales\u00a0: P\u2019tit Tour \u00e0 v\u00e9lo<\/a> en 1996, Scolafoot en 1998 pour accompagner la Coupe du monde en France. Suivront, en partenariat avec les f\u00e9d\u00e9rations<\/a> concern\u00e9es\u00a0:\u00a0Scolarugby, Scolahand, Escrime-toi pour 2010\u00a0!, etc.<\/p>\n

En 2004, le comit\u00e9 directeur de l\u2019Usep \u00e9lit pour la premi\u00e8re fois un pr\u00e9sident distinct de celui de l\u2019Ufolep, \u00e9volution qui lui permet de se consacrer avec plus d’efficacit\u00e9 encore au d\u00e9veloppement du sport scolaire du premier degr\u00e9.<\/p>\n<\/div>\n
