Sur ce second point notamment,\u00a0n\u2019est-ce pas reconnaitre la faillite de l\u2019EPS \u00e0 l\u2019\u00e9cole\u00a0?<\/strong><\/p>\n<p>Vous avez raison. Dans la r\u00e9\u00e9criture du cahier des charges \u2013 car nous en sommes \u00e0 la seconde version \u2013 nous avons insist\u00e9 d\u2019une part sur le respect des textes officiels, d\u2019autre part sur l\u2019existence d\u2019une association sportive au sein des \u00e9coles qui sollicitent le label, une association Usep en ce qui concerne l\u2019\u00e9cole publique. Cela signifie que tout le monde n\u2019en est pas l\u00e0\u00a0: les horaires officiels d\u2019EPS ne sont pas appliqu\u00e9s par toutes les \u00e9coles, et il n\u2019y a pas une association sportive dans chaque \u00e9cole.<\/p>\n<p>C\u2019est pourquoi le ministre souhaite mettre \u00e0 profit l\u2019ann\u00e9e 2019 pour questionner la place de l\u2019\u00e9ducation physique et du sport scolaire dans le premier degr\u00e9, et trouver des rem\u00e9diations qui iront au-del\u00e0 de l\u2019Usep. Nous en sommes pour l\u2019instant au diagnostic. L\u2019un des enjeux des Jeux olympiques et paralympiques, c\u2019est d\u2019aller vers un respect total des textes et un accroissement du nombre d\u2019associations sportives. Nous en discutons tr\u00e8s r\u00e9guli\u00e8rement avec la pr\u00e9sidente de l\u2019Usep, V\u00e9ronique Moreira.<\/p>\n<p><strong>Vous qui \u00eates historien du sport et ancien recteur d&rsquo;acad\u00e9mie, comment consid\u00e9rez-vous l\u2019Usep\u00a0?<\/strong><\/p>\n<p>L\u2019Usep poss\u00e8de une sp\u00e9cificit\u00e9 unique, qui la diff\u00e9rencie de toutes les autres f\u00e9d\u00e9rations\u00a0: elle est la fille de l\u2019Ufolep et la petite-fille de la Ligue de l\u2019enseignement. Autrement dit, elle porte en elle un projet \u00e9ducatif dont elle constitue la d\u00e9clinaison sportive \u00e0 l\u2019\u00e9cole. Les autres f\u00e9d\u00e9rations ont un projet sportif, avec d\u00e9sormais une d\u00e9clinaison \u00e9ducative. L\u2019Usep, c\u2019est l\u2019inverse, ce qui donne un sens tr\u00e8s particulier \u00e0 son action, et explique certaines d\u00e9marches ou positions de ses militants.<\/p>\n<p>Ce qui distingue l\u2019Usep, c\u2019est aussi son public\u00a0: elle est la seule \u00e0 s\u2019occuper exclusivement des enfants de 3 \u00e0 11 ans, ce qui l\u2019a amen\u00e9e \u00e0 d\u00e9velopper une expertise consid\u00e9rable, avec des productions p\u00e9dagogiques, nationales, d\u00e9partementales ou acad\u00e9miques, tout \u00e0 fait remarquables.<\/p>\n<p>L\u2019ambition d\u00e9mocratique, qui est au c\u0153ur du projet de l\u2019Usep, l\u2019invite aussi \u00e0 \u00eatre pr\u00e9sente dans chaque \u00e9cole. Or ce projet n\u2019est pas totalement abouti, en raison de l\u2019organisation m\u00eame de l\u2019Usep, qui repose sur le militantisme et le volontariat. C\u2019est ce qui la distingue de l\u2019UNSS, o\u00f9 le service des enseignants d\u2019EPS inclut l\u2019animation de l\u2019association sportive.<\/p>\n<p>D\u00e8s lors que l\u2019association Usep repose sur la base du volontariat des intervenants, on se trouve face \u00e0 une tr\u00e8s grande h\u00e9t\u00e9rog\u00e9n\u00e9it\u00e9\u00a0: d\u2019un d\u00e9partement \u00e0 l\u2019autre, le taux de licenci\u00e9s peut varier de 2\u00a0% \u00e0 60\u00a0%. Pour une m\u00eame politique nationale, les dynamiques territoriales sont donc tr\u00e8s variables.<\/p>\n<p>La sp\u00e9cificit\u00e9 de l\u2019Usep est \u00e0 la fois une force et une faiblesse. Structurellement, a-t-elle les moyens de l\u2019ambition d\u2019une association dans chaque \u00e9cole\u00a0? D\u2019un intervenant dans chaque association\u00a0? Aujourd\u2019hui, ce n\u2019est pas le cas.<\/p>\n<p><strong>Avez-vous envisag\u00e9 avec la pr\u00e9sidente de l\u2019Usep la fa\u00e7on d\u2019y rem\u00e9dier\u00a0?<\/strong><\/p>\n<p>Les r\u00e9ponses peuvent \u00eatre recherch\u00e9es \u00e0 la fois au sein de l\u2019\u00c9ducation nationale et aupr\u00e8s des autres partenaires du sport scolaire que sont les collectivit\u00e9s locales. Du c\u00f4t\u00e9 de l\u2019\u00c9ducation nationale, la r\u00e9flexion est ouverte, la question est sur la table du ministre. Quant aux solutions offertes par les collectivit\u00e9s locales, elles existent. Quand on compare les d\u00e9partements qui ne comptent pas plus de 5\u00a0% de licenci\u00e9s Usep et ceux qui s\u2019approchent ou d\u00e9passent les 50\u00a0%, on s\u2019aper\u00e7oit en effet que, ce qui change, c\u2019est l\u2019engagement des communes et des d\u00e9partements en soutien de l\u2019action des enseignants du premier degr\u00e9. L\u2019action des collectivit\u00e9s est elle-m\u00eame h\u00e9t\u00e9rog\u00e8ne, et l\u2019\u00c9tat peut sans doute contribuer \u00e0 stimuler et accompagner les initiatives.
