Dans le m\u00eame temps, un certain nombre de nos concitoyens semblent avoir une conception particuli\u00e8re du d\u00e9bat et disent refuser les principes de d\u00e9l\u00e9gation et de repr\u00e9sentation tandis que s\u2019organise le <a href=\"https:\/\/granddebat.fr\/?gclid=CKaghfC5zOACFU2XGwod8JQKtg\" target=\"_blank\" rel=\"noopener noreferrer\">grand d\u00e9bat national<\/a><sup>1<\/sup> propos\u00e9 par le pr\u00e9sident de la R\u00e9publique. Le point de vue de Jacques Giffard, secr\u00e9taire g\u00e9n\u00e9ral de l\u2019USEP.<\/p>\n<p>[\/et_pb_text][et_pb_text disabled=\u00a0\u00bboff\u00a0\u00bb background_position=\u00a0\u00bbtop_left\u00a0\u00bb background_repeat=\u00a0\u00bbrepeat\u00a0\u00bb background_size=\u00a0\u00bbinitial\u00a0\u00bb _builder_version=\u00a0\u00bb3.19.17&Prime; module_alignment=\u00a0\u00bbleft\u00a0\u00bb custom_padding=\u00a0\u00bb50px|50px|30px|50px\u00a0\u00bb custom_margin=\u00a0\u00bb0px|0px|0px|0px\u00a0\u00bb]<\/p>\n<p>Parall\u00e8lement \u00e0 l\u2019offre d\u2019activit\u00e9s sportives \u00e9ducatives qu\u2019elle propose aux enfants de l\u2019\u00e9cole publique, l\u2019USEP depuis des ann\u00e9es investit le champ de l\u2019engagement associatif et civique en faisant en sorte que ces enfants puissent prendre la parole au sein de l\u2019association<sup>2<\/sup>.<\/p>\n<p>Pour faciliter cette prise de parole, elle a cr\u00e9\u00e9 des outils comme le <a href=\"https:\/\/archive.usep.org\/index.php\/2017\/09\/06\/remue-meninges\/\" rel=\"noopener noreferrer\">Remue-m\u00e9ninges<\/a>, qui s\u2019appuie sur le v\u00e9cu d\u2019une rencontre sportive Usep pour nourrir une r\u00e9flexion collective.<\/p>\n<p>L\u2019Usep a aussi con\u00e7u un livret sur le <a href=\"https:\/\/archive.usep.org\/index.php\/2017\/09\/06\/debatasso\/\" rel=\"noopener noreferrer\">d\u00e9bat associatif<\/a>. Pens\u00e9 comme un outil au service du vivre ensemble, il vise \u00e0 mieux appr\u00e9hender les valeurs de la devise r\u00e9publicaine \u2013 libert\u00e9, \u00e9galit\u00e9, fraternit\u00e9 \u2013 et le principe de la\u00efcit\u00e9. Les dispositifs d\u2019animation propos\u00e9s dans ce livret sont aujourd\u2019hui utilis\u00e9s dans le cadre du congr\u00e8s des enfants.<\/p>\n<p>On le voit donc, la volont\u00e9 de d\u00e9velopper une vraie vie associative, de prendre le temps de l\u2019\u00e9change, de la rencontre et du d\u00e9bat n\u2019est pas nouvelle \u00e0 l\u2019USEP.<\/p>\n<p><strong>Congr\u00e8s des enfants<\/strong><\/p>\n<p>En 2019, l\u2019USEP a voulu c\u00e9l\u00e9brer ses 80 ans en donnant plus encore la parole \u00e0 ses enfants licenci\u00e9s en initiant le <a href=\"https:\/\/archive.usep.org\/index.php\/2018\/09\/21\/un-congres-denfants-pour-feter-les-80-ans-de-lusep\/\">Congr\u00e8s des enfants USEP<\/a>. Depuis le mois de novembre, des enfants sur tout le territoire d\u00e9battent dans leur association USEP de l\u2019esprit sportif et du respect, de l\u2019\u00e9galit\u00e9 filles-gar\u00e7ons, de l\u2019\u00e9co-citoyennet\u00e9 et du vivre ensemble dans les rencontres USEP.<\/p>\n<p>Ces associations se retrouvent lors de congr\u00e8s d\u00e9partementaux o\u00f9 sont d\u00e9battues les propositions \u00e9labor\u00e9es par les enfants dans leur association. Des choix sont op\u00e9r\u00e9s apr\u00e8s ces d\u00e9bats et des repr\u00e9sentants sont d\u00e9sign\u00e9s pour participer \u00e0 des congr\u00e8s r\u00e9gionaux\u2026\u00a0 o\u00f9 sont d\u00e9battues les propositions retenues dans les congr\u00e8s d\u00e9partementaux.<\/p>\n<p>De ces congr\u00e8s r\u00e9gionaux \u00e9maneront des propositions, des id\u00e9es qui seront port\u00e9es par des repr\u00e9sentants au congr\u00e8s national des enfants USEP qui se d\u00e9roulera \u00e0 Paris les 21, 22 et 23 juin 2019 au moment de la journ\u00e9e olympique.
