Il s\u2019assure de la mise en place, dans les classes, de la politique \u00e9ducative nationale. Et il inspecte et \u00e9value, lors de \u00ab\u00a0rendez-vous de carri\u00e8re\u00a0\u00bb, la qualit\u00e9 des enseignements dispens\u00e9s par les enseignants. Sur la circonscription de L\u2019Aigle, vaste et rurale, cela repr\u00e9sente 32 \u00e9coles et environ 230 enseignants du public et 50 du priv\u00e9. Je suis aussi charg\u00e9 des animations p\u00e9dagogiques et de la formation des enseignants. Je porte enfin plusieurs missions \u00e9ducatives, dont l\u2019EPS\u00a0: un champ auquel je raccroche le sport scolaire.<\/p>\n<p><strong>Et en quoi consiste cette mission sur l\u2019EPS\u00a0?<\/strong><\/p>\n<p>Quand j\u2019ai \u00e9t\u00e9 nomm\u00e9 en septembre 2017, la directrice acad\u00e9mique m\u2019a demand\u00e9 un diagnostic sur l\u2019EPS, sur la base duquel j\u2019ai re\u00e7u une lettre de mission. \u00c0 mon sens, l\u2019EPS ne peut se d\u00e9velopper sans partenariats\u00a0: avec l\u2019Usep en premier lieu, avec les autres f\u00e9d\u00e9rations sportives partenaires de l\u2019\u00c9ducation nationale ensuite. Ceci dans l\u2019objectif d\u2019encourager les \u00e9l\u00e8ves \u00e0 une pratique physique et sportive r\u00e9guli\u00e8re.<\/p>\n<p><strong>Et quel \u00e9tait votre diagnostic ?<\/strong><\/p>\n<p>Le principal constat \u00e9tait que les <a href=\"https:\/\/www.education.gouv.fr\/cid4363\/le-sport-a-l-ecole-elementaire.html\" target=\"_blank\" rel=\"noopener noreferrer\">3 heures d\u2019enseignement<\/a> pr\u00e9vues dans les programmes n\u2019\u00e9taient pas respect\u00e9es\u00a0: on \u00e9tait plus pr\u00e8s de 2 heures. L\u2019\u00e9quipe \u00ab\u00a0EPS Prim 61\u00a0\u00bb, qui r\u00e9unissait 6 conseillers p\u00e9dagogiques (CPC) et m\u2019a apport\u00e9 toute sa connaissance de terrain, avait \u00e9galement mis en \u00e9vidence des probl\u00e8mes de gestion du mat\u00e9riel. Enfin, 40\u00a0% des \u00e9coles n\u2019avaient pas acc\u00e8s \u00e0 un centre aquatique pour apprendre \u00e0 nager.<\/p>\n<p><strong>Quels changements avez-vous impuls\u00e9\u00a0?<\/strong><\/p>\n<p>J\u2019ai revu le mode de fonctionnement de l\u2019\u00e9quipe et le positionnement des CPC EPS, en incluant lors de nos 5 journ\u00e9es de r\u00e9union annuelles un temps de d\u00e9couverte d\u2019une activit\u00e9 physique, sportive ou artistique (Apsa), anim\u00e9 par une f\u00e9d\u00e9ration partenaire\u00a0: danse, rugby, escrime, golf&#8230; Comment s\u2019appuyer sur cette Apsa en milieu scolaire\u00a0? Comment construire des formations associ\u00e9es avec la f\u00e9d\u00e9ration\u00a0? L\u2019EPS est une culture et les \u00e9l\u00e8ves doivent pouvoir pratiquer le maximum d\u2019activit\u00e9s sportives de r\u00e9f\u00e9rence. Pour cela, il faut \u00eatre en capacit\u00e9 d\u2019accompagner les enseignants, leur ouvrir le champ des possibles. Le meilleur exemple, c\u2019est la dynamique enclench\u00e9e autour de l\u2019escrime\u00a0: depuis la venue d\u2019un \u00e9ducateur de la FFE pour la formation des CPC EPS, de nombreuses \u00e9coles proposent sa pratique.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-7688\" src=\"https:\/\/archive.usep.org\/wp-content\/uploads\/2019\/05\/Mai-Jalabert-2018-Formation-Plan\u00e8te-Ovale-FFR-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" \/><\/p>\n<p><strong>L\u2019Orne se distingue par son grand nombre d\u2019\u00e9coles labellis\u00e9es <a href=\"https:\/\/archive.usep.org\/index.php\/2018\/12\/17\/label-generation-2024\/\">G\u00e9n\u00e9ration 2024<\/a>\u2026<\/strong><\/p>\n<p>\u00c0 ce jour, 38 \u00e9coles le sont et de nouvelles demandes nous parviennent, ce qui signifie que l\u2019objectif de 20\u00a0% d\u2019\u00e9coles\u00a0labellis\u00e9es d\u2019ici 2024 est d\u00e9j\u00e0 d\u00e9pass\u00e9 dans le d\u00e9partement. Pour y parvenir, nous avons rep\u00e9r\u00e9 les enseignants susceptibles de porter ce projet. S\u2019ils ne l\u2019\u00e9taient pas encore, nous les avons mis en relation avec l\u2019Usep, et avec le comit\u00e9 d\u00e9partemental olympique. Nous les avons accompagn\u00e9s dans le montage du projet,\u00a0afin qu\u2019ils puissent le d\u00e9fendre en conseil des ma\u00eetres et engager l\u2019\u00e9cole. Car, au d\u00e9part, cela repose plus souvent sur l\u2019int\u00e9r\u00eat d\u2019un ou deux enseignants que sur l\u2019adh\u00e9sion de toute une \u00e9quipe.<\/p>\n<p><strong>Ce label favorise-t-il vraiment la pratique sportive des enfants\u00a0?<\/strong><\/p>\n<p>Le label n\u2019est pas une fin en soi, mais un moyen. Sa r\u00e9ussite dans l\u2019Orne ne se mesure pas \u00e0 ce chiffre de 38 \u00e9coles, mais au fait que dans ces \u00e9coles les enseignants sont \u00ab\u00a0aspir\u00e9s\u00a0\u00bb par la t\u00eate du peloton et animent les 3 heures hebdomadaires d\u2019EPS pr\u00e9vues dans les programmes. Mais l\u2019effet du label ne s\u2019arr\u00eate pas l\u00e0. Une \u00e9cole a par exemple d\u00e9pos\u00e9 un projet de classe de d\u00e9couverte sur un centre \u00e9questre, et une autre pour assister \u00e0 un match de la Coupe du monde de football f\u00e9minine. C\u2019est toute une dynamique, dans laquelle s\u2019inscrit aussi l\u2019apprentissage \u00ab\u00a0mass\u00e9\u00a0\u00bb de la natation, que nous d\u00e9veloppons \u00e0 travers des s\u00e9ances concentr\u00e9es sur une semaine, avec un h\u00e9bergement dans l\u2019internat d\u2019un lyc\u00e9e\u00a0: une r\u00e9ponse concr\u00e8te au diagnostic initial.<\/p>\n<p><strong>Avant d\u2019\u00eatre nomm\u00e9 IEN dans l\u2019Orne, vous \u00e9tiez dans l\u2019Eure un CPC impliqu\u00e9 \u00e0 l\u2019Usep. En quoi cette exp\u00e9rience vous est-elle utile\u00a0?<\/strong><\/p>\n<p>Je connais l\u2019Usep depuis plus de 20 ans. Pr\u00e9cis\u00e9ment depuis 1997 et mon premier stage d\u2019enseignant en responsabilit\u00e9 devant une classe, \u00e0 Mantes-la-Jolie (Yvelines). L\u2019enseignante que je rempla\u00e7ais m\u2019a dit\u00a0: \u00ab\u00a0Dans 3 semaines il y a une rencontre Usep athl\u00e9\u00a0: tu y participes\u00a0?\u00a0\u00bb J\u2019y ai rencontr\u00e9 un CPC EPS, animateur Usep sur la circonscription du quartier du Val Fourr\u00e9 \u00e0 Mantes, et il m\u2019est apparu comme une \u00e9vidence que l\u2019Usep \u00e9tait un vecteur formidable pour d\u00e9ployer non seulement l\u2019EPS, mais \u00e9galement des valeurs de citoyennet\u00e9 et de solidarit\u00e9 auxquelles j\u2019adh\u00e9rais\u00a0profond\u00e9ment.<\/p>\n<p>Nomm\u00e9 ensuite dans l\u2019Eure, j\u2019ai notamment particip\u00e9 au <a href=\"https:\/\/archive.usep.org\/index.php\/2018\/02\/05\/le-ptit-tour-usep-2018\/\">P\u2019tit Tour<\/a> avec mon \u00e9cole d\u2019Ivry-la-Bataille. Puis, quand je suis devenu CPC\u00a0EPS, on m\u2019a sollicit\u00e9 pour entrer au comit\u00e9 d\u00e9partemental. J\u2019y ai appris \u00e0 conna\u00eetre les rouages de la f\u00e9d\u00e9ration, du local au national, et les outils p\u00e9dagogiques propos\u00e9s pour accompagner la construction d\u2019un citoyen sportif, \u00e9duqu\u00e9 \u00e0 la fois sportivement et socialement.<\/p>\n<p><strong>Quel lien \u00e9tablissez-vous entre l\u2019EPS et l\u2019Usep, en temps et hors temps scolaire\u00a0?<\/strong><\/p>\n<p>Ce lien est naturel, et les pratiques en temps scolaire et hors temps scolaire sont pour moi indissociables l\u2019une de l\u2019autre. L\u2019essence m\u00eame d\u2019une f\u00e9d\u00e9ration sportive scolaire est d\u2019agir dans la continuit\u00e9 du temps scolaire. Mais l\u2019Usep est le vecteur de valeurs si fortes, et d\u2019outils si int\u00e9ressants, que cela n\u2019aurait pas de sens de les limiter aux seuls licenci\u00e9s pratiquant en dehors des heures de classe. Il faut aussi faire vivre l\u2019Usep en temps scolaire, pour amener les \u00e9l\u00e8ves \u00e0 continuer ensuite hors temps scolaire.
